France continues to attract strong interest from American investors. Its strengths are well recognized and long-lasting, we see this every day in our exchanges with our Members. However, we must also warn of a gradual erosion of confidence, fueled by a lack of visibility in taxation, administrative simplification, and institutional stability, in an increasingly uncertain international context.

 

Between investors and public authorities, trust can only be built on clear choices, coherent policies, and commitments that are honored. Companies need a clear, shared, and secure direction. Without visibility, there can be no sustainable investments.

Recent political and geopolitical upheavals have weakened investors’ ability to plan for the future. Too often, signals appear contradictory. It is now essential to place economic attractiveness back at the heart of the national strategy, beyond electoral cycles, by strengthening Franco-American dialogue and fully involving economic stakeholders in the design of reforms.

 

Administrative simplification is one of the most urgent levers. Behind every unnecessary procedure are delayed jobs, postponed innovations, and lost opportunities. A measurable, long-term simplification drive is now indispensable.

 

Competitiveness also depends on a more transparent and predictable tax system. Providing a clear trajectory, ensuring stability throughout investment cycles, and securing support mechanisms for innovation are essential conditions for restoring confidence.

 

Finally, the ecological transition, the excellence of our education system, and the quality ofour talents must be fully embraced as strategic assets. If they are coherent, transparent, and accessible, these policies can become powerful drivers for competitiveness.

 

France has all the assets it needs to remain a land of investment, innovation, and value creation. AmCham will continue to play a proactive role with public authorities to restore confidence among American investors.
